Merchant Account Basics

Can I sign up for a personal account?

Yes! You don’t need a formal business structure. Just pick “Sole Proprietor” when signing up.

Which types of cards can I accept?

You can accept Visa, MasterCard, and Discover. American Express processing may be added during sign-up. Amex quotes rates separately. Their rates vary by industry, region, and volume.

How will I receive money?

The processor will deposit directly to the bank account you specify within 2–3 business days of a transaction.

Am I locked in to a contract?

No, you can cancel any time. There is no lock-in and no termination penalty.

How will I be billed?

Your bank account will be debited directly by our partners depending on which payment gateway service and merchant account processor you use to process electronic payment: Planetauthorize.Net, Authorize.Net are our primary payment gateway providers. Capital Bankcard and Merchant Focus are our primary merchant account processors.

Are there setup, minimum processing, annual, etc. fees?

U.S. Merchants: No. We don’t have application, sign-up, setup, or handling fees. We also don’t have monthly minimum processing, annual or leasing fees.

Canadian Merchant: Partly. We don’t have application, sign-up, setup, or handling fees. There is a monthly minimum fee.

What’s a chargeback?

A chargeback occurs when the cardholder disputes a charge that was made through your account. The chargeback fee is $25. It is imperative that you respond to all chargebacks in a timely manner.

Can I sign up if I live in Canada?

Because credit card processing differs by country, we offer a separate plan for merchants who lice in the U.S., Canada, the EU, and Australia.

Understanding AVS & CVV Declines & Authorizations

We often get questions from merchants, inquiring about a transaction that shows as declined at the payment gateway, yet the customer is calling asking: “Why was my credit card billed?”Planetauthorize.Net AVS Settings

In this scenario, the answer is that the customer’s card was “not” billed. Instead, an “Authorization” has been placed on their card (which if the customer uses a debit card may seem to them to be the same as a “charge” since it lowers their available spending limit).

This situation only comes into play if you have enabled AVS (Address Verification System) or CVV (3 digits on back of card) rules to help protect your merchant account from fraudulent transactions (and to possibly help win chargeback disputes).

What has occured here, is that the processing bank sent the request to charge the customer’s card, and initially an authorization was approved, but, secondarily, the AVS or CVV rule failed, so the payment gateway declined the transaction.

While this can create confusion for your customer, the process is in place to protect you the merchant. Understanding how the gateway handles AVS & CVV responses will help you better communicate with your customers.

How Planetauthorize payment gateway handles authorizations & AVS/CVV declines:

  • When a transaction is sent to the bank, it first “authorizes” the card for the amount requested (to verify if it is a valid card number and the requested amount is available). The AUTHORIZATION is approved, regardless of what the AVS/CVV response from the bank is.
  • Secondly, the AVS/CVV response is sent back to the gateway along with the authorization.
  • There is a difference between an “authorization” and a “capture”, normally the gateway will authorize & capture at the same time. However, if you have your gateway settings to DECLINE transactions that don’t match AVS or CVV, then the gateway will not capture the authorization if the AVS or CVV response that is received secondarily is NO MATCH. So, if the CVV or AVS fails after the authorization, the customer will see the “authorization” on their card, and you will see a “Declined” transaction in your gateway reports.
  • Authorizations reserve (ear-mark) the funds for the merchant for 7-10 business days. For example, when you check into a hotel on Friday night, the hotel authorizes funds on your card, but doesn’t capture them until you check out (that’s why hotels have signs at the front-desk that state “Do Not Use Your DEBIT Card for Check-In”). What your customer is seeing on their online statement is a “pending charge” (ie, authorization), that will automatically fall off of their account in due time (5-10 business days depending on the card issuing bank), but it was never captured because you told the gateway not to accept transactions that don’t meet your AVS or CVV rules. Explain to the customer that you use AVS & CVV to help protect yourself from fraud & chargebacks, and that the AVS/CVV response is unfortunately not known until AFTER the authorization is processed.
  • There is no “refund” or “chargeback” that can occur on an authorization like this. Further, there is “no” transaction to reverse since the transaction was rejected for no AVS/CVV match. Some card issuing banks (Capital One, HSBC etc) may let you CANCEL a pending authorization, but you must call into the card issuing bank with the customer to do this (since the authorization is to protect merchants, the banks won’t let customers cancel the authorization without confirming with the merchant); we can’t guarantee they will cancel the authorization though, and there is no way to cancel an authorization on your end. If you explain to the customer that this is only an authorization, and will automatically fall off of their card shortly, they should hopefully understand. To bill the customer please obtain the correct Address or CVV and run a new sale, or have the customer go through checkout again with the correct information or a different card.

If you are going to employ AVS or CVV rules to help filter out fraudulent sales, we recommend that merchants add a statement along these lines during their checkout process: “TO PREVENT FAILED TRANSACTIONS, BE SURE TO ENTER YOUR BILLING ADDRESS EXACTLY AS YOUR CREDIT CARD COMPANY HAS IT ON FILE”

One other note on AVS settings: your customer may insist that they have given you the correct billing address, but unfortunately customers aren’t always right. If the response at the gateway states that the address does not match, that is the specific AVS response that the card issuing bank reported. The payment gateway does not “create” these AVS responses; the gateway simply sends the address to the card issuing bank, and the card issuing bank responds if it matches or not. The gateway has no control over the AVS response from the card issuing bank; the customer will need to call their bank to verify the address on file.

IRS backs down on reconciliation requirement

Under pressure from retailers and Congress, the Internal Revenue Service confirmed on Feb. 9, 2012, it will not require merchants to reconcile actual gross transaction receipts reported on their 1099-K forms with the aggregate gross receipts they report on their taxes.

The Housing and Economic Recovery Act of 2008 requires merchants to report the gross amount of yearly transactions to the IRS on form 1099-K. The reporting requirement went into effect Jan. 1, 2012. In October 2011, the IRS added a line to business tax returns requiring merchants to reconcile actual gross receipts with the aggregate gross receipts on their 1099-K report.

NFIB objection

The National Federation of Independent Business said it strongly objected to the new reporting requirement because small businesses often don’t have the kind of sophistication in their accounting systems needed to reconcile the gross receipts reported on the 1099-K form with the actual gross sales.

As an example of the difficulties small merchants might encounter in reconciliation, the NFIB noted that merchants often give cash back to customers using a credit or debit card. Gross receipts in this case may be overstated by the difference between the actual sale and the cash back. In another example, merchants often give customers cash reimbursements for returned merchandise. The gross receipt would not account for the returned item and refund.

Congressional objection

Legislation introduced by Rep. Aaron Schock, R-Ill., and Rep. Bobby Schilling, R-Ill., on Feb. 1, 2012, would prohibit the IRS from requiring merchant transaction reconciliation. Mirror legislation was introduced Feb. 9, 2012, in the Senate by Sen. John Thune, R-S.D., and Sen. Maria Cantwell, D-Wash.

“This is an unnecessary IRS requirement that will only lead to more accounting headaches for businesses,” Schock said. “My concern is that the IRS is asking for flawed information from small businesses by requiring them to reconcile their internal numbers with that of third-party entities.

“When you take into consideration of all of the types of merchant transactions that occur between a customer and a small business, all this adds up to unnecessary administrative costs, a new accounting burden and more time away from growing their business.”

Sen. Thune added, “The overreaching and unnecessary 1099-K tax reporting requirement will create a paperwork nightmare for small businesses already struggling in a weak economy.”

IRS backs down

Steven T. Miller, IRS Deputy for Services and Enforcement, responded to the concerns of the lawmakers and the NFIB on Feb. 9, 2012, in a letter to Susan Eckerly, NFIB Senior Vice President for Public Policy.

“There will be no reconciliation required on the 2012 form, nor do we intend to require reconciliation in future years,” Miller wrote. “Our intention is that the reporting of gross receipts and sales on the 2012 income tax forms will be modeled on the 2010 income tax forms. No other changes to these forms related to payment card reporting are contemplated.”

Continuing concern

After the IRS backed down, Steve Dutton, a spokesman for Rep. Schock, said, “Overall this is a step in the right direction, but we won’t know for sure until we see the 2012 draft forms that come out this summer. Businesses still need certainty that this issue won’t emerge again sometime in the future. The Schock/Schilling and Thune/Cantwell bills provide a legislative fix to prevent this from ever becoming a reality.”

NFIB CEO Dan Danner also commented. “This is a small, but important victory for small business, and we appreciate the IRS working to alleviate the concerns of small-business owners on this issue,” he said. “While NFIB was able to achieve this victory by working directly with the IRS, we were also closely working with the offices of senators Thune and Cantwell and congressmen Schock and Schilling to permanently remove this requirement.

“The legislation that has been introduced in each chamber will ensure that should the IRS choose to invoke this provision in the future, small businesses will remain protected from complying with this nuisance paperwork provision.”
